
In line with national transformation goals to significantly increase private sector participation , the Ministry sought to evaluate the strategic, financial, and operational viability of outsourcing the construction and operation of its public schools. The initiative required navigating a complex regulatory environment , ensuring educational quality would be maintained or enhanced , and creating a financially sustainable model that delivered clear, long-term value for money for the public sector.
The project involved developing a comprehensive strategic study for this large-scale initiative. The methodology included analyzing international PPP models in education to identify best-practice governance and operational structures. This was combined with rigorous financial modeling, including detailed Total Cost of Ownership (TCO) and Value for Money (VfM) analyses, to identify the optimal financial path. Based on these insights, a robust governance and quality assurance framework was designed to define clear roles and safeguard educational standards.

This foundational work provided the client with a clear, evidence-based strategic path for one of its most critical transformation programs. A comprehensive feasibility study was delivered, identifying the optimal financial and operational partnership models for implementation. Crucially, the Ministry's leadership was equipped with a detailed governance and quality assurance framework, enabling them to proceed with a major national initiative, confident in their ability to balance financial efficiency with high-quality educational outcomes.
